Annual Meetings
The Annual and Spring Meetings of the Boards of Governors of the World Bank Group (WBG) and the International Monetary Fund (IMF) bring together central bankers, ministers of finance and development, parliamentarians, private sector executives, representatives from civil society organizations, and academics to discuss issues of global concern, including the world economic outlook, poverty eradication, economic development, and aid effectiveness.
YDC Delegates interact with experts from around the world while attending IMF-WBG Summit sessions and participating in meetings with stakeholders. The IMF-WBG Annual Meetings are an exclusive opportunity for Canadian youth to observe and learn from high-level discussions on international trade, finance, and comparative public policy.
Erica Peng, Head Delegate
Erica grew up in southern Calgary, on the traditional territory of the Tsuut’ina people. With dual bachelor’s degrees in Computer Science and International Relations from the University of Calgary, she brings an interdisciplinary perspective to global challenges at the intersection of technology, international law, and sustainable development.
Her academic and professional journey has taken her across Canada, the United States, Taiwan, and France, where she has engaged in academic exchange, policy research, and project management. Erica has worked with a wide range of communities — from Indigenous youth and refugees to retired diplomats and entrepreneurs. Through these experiences, she has built a strong foundation in negotiation, stakeholder engagement, and cross-cultural dialogue.
Erica is actively involved in youth organizations and student governance, advocating for meaningful youth participation in inclusive and evidence-based policymaking. She is excited to revisit Washington, DC, where she completed her first internship four years ago, and looks forward to representing Canadian youth perspectives at the 2025 IMF–WBG Annual Meetings.
Valentina Canales Burke, Communications Coordinator
Valentina Canales Burke is an international affairs professional with experience in research, crisis response, and public relations. She recently earned her Master of Arts in International Affairs from the Norman Paterson School of International Affairs, specializing in Latin America and the Caribbean. Her studies included a semester abroad at Sciences Po in Paris. Prior to this, she completed an Honours Bachelor of Arts in International Development and Globalization at the University of Ottawa.
Valentina currently works as an Operations Officer at Global Affairs Canada’s Emergency Watch and Response Centre, supporting Canadians facing urgent situations abroad, such as medical assistance, death, arrests, and evacuations. Simultaneously, she contributes to communications and research at Nexus Cooperation, an international consulting firm. Her prior experience includes roles in trade policy at Global Affairs Canada and internal audit at the Treasury Board of Canada Secretariat.
Valentina’s work is driven by a commitment to inclusive diplomacy, evidence-based policy, and youth engagement in global governance. She has shared her insights as a panelist at the Canadian Association of International Development Professionals’ annual conference and has championed youth political participation as a regional president for a Quebec political party.
Ibrahim Behiri is an Honors Business Administration student at the Ivey Business School at Western University. Having lived in four different countries, he has developed a deep sense of adaptability and a strong global perspective. These experiences shaped his identity as a global citizen, fueling his commitment to inclusive economic development and cross-cultural collaboration.
His passion for infrastructure, education access, and entrepreneurship led him to teach business in Kenya, where he witnessed the power of local innovation and the value of economic empowerment. In academia, he conducted research on the effects of Canadian government policies on the financing decisions of small and medium enterprises, deepening his understanding of how public policy shapes economic behaviour. He later worked in investment banking and private equity, engaging directly with SME owners and observing how their growth and operations were influenced by broader economic and policy decisions. These experiences reinforced his interest in building equitable economic structures that promote opportunity and long-term resilience.
As a Young Diplomats of Canada delegate, Ibrahim is excited to help shape inclusive, evidence-based solutions that support entrepreneurship, expand access to opportunity, and reflect the needs of communities both locally and globally.
Ibrahim Behiri, Delegate
Pat Fraser is a delegate with Canada's Youth Delegation to the IMF-WBG 2025 Annual Meeting. He works as a Trade Policy and International Relations Analyst for the Government of Nova Scotia, and is currently helping to reform internal trade within Canada and extend the country's free trade abroad. Pat is passionate about building up his community, running, is a Hemingway fan, and a Red Sox die-hard.
He previously worked as a Special Advisor to the Premier's Office of Nova Scotia, worked as a speech writer for Premier Tim Houston during his super majority-winning campaign in 2024, and recently graduated with an M.Sc. in International Politics from Trinity College Dublin, having his dissertation, "Lobster Diplomacy: Nova Scotia and the Provincial Role in Canada-China Relations," published.
Pat Fraser, Delegate
Meagan Malcolm is an Indigenous graduate student whose research centers on international law. This past summer, she collaborated with a national NGO in Zambia, Africa, focusing on environmental policy and indigenous land rights. Her academic journey includes a graduate field course in Southern Italy, which delved into international human rights.
Adding to her impressive background, Meagan has also presented on a panel at the United Nations Commission on the Status of Women, held at the United Nations headquarters in New York. Her experiences reflect a strong commitment to her field.
Meagan Malcolm, Delegate
Hanaa Elamrani is a globally oriented Project Manager and Global Security Specialist at Air Canada. She holds a dual Master’s degree in International Management from Università Cattolica del Sacro Cuore (Italy) and IAE Nice (France), as well as an Honours Bachelor’s degree in International Development and International Relations from McGill University, with minors in Management and Islamic & MENA Studies. Her academic research has focused on economic growth and development in the MENA region, the protection of human economic rights in MENA and Africa, and a Master’s thesis on the strategic role of information systems in the global expansion of small and medium-sized enterprises (SMEs).
Professionally, Hanaa has led strategic and digital transformation projects across sectors, including financial services and management consulting. She currently contributes to global aviation security at Air Canada, where she supports international coordination and risk analysis efforts. Her cross-sector experience in Europe and North America allows her to approach complex global issues with a nuanced, multidisciplinary lens.
Fluent in French, English, and Arabic—with working proficiency in Spanish and Italian—Hanaa brings a collaborative, analytical, and culturally sensitive approach to international dialogue. She is honoured to represent Canadian youth at the 2025 IMF-WBG Summit and contribute to advancing sustainable, inclusive economic solutions at the global level.
