From Canada’s national capital, Ottawa, Ontario, Angelica Kalubiaka is a proud. Franco-Ontarian and Afro-Canadian, recognized among Canada’s Top 100 Black Women to Watch (2020). She is a federal public servant, an international trade advocate, and a youth diplomacy strategist who works at the nexus of trade promotion, youth civic engagement, and social equity.
She envisions a world where young people are empowered to act as agents of change in multilateral forums and within both local and international institutions. Her upbringing as the daughter of immigrants deeply influenced her perspective on the importance of diplomacy and civic engagement.
Angelica graduated Magna Cum Laude from the University of Ottawa in the Biopharmaceutical Sciences program. During her studies, she played an active role in shaping legislation as President of her riding’s youth council, representing more than 24,000 youth to the Government of Canada. She has held public service positions at Global Affairs Canada, the Public Health Agency of Canada, and the Department of National Defence, contributing to international trade policy, parliamentary diplomacy, Women, Peace and Security (WPS) initiatives, and international health audits.
Her passion for global affairs was further ignited during a legislative study tour to Belgium, England, and Wales, where she met and engaged with ambassadors and parliamentarians from across Europe. In 2024, she represented Canada at the WTO Public Forum in Geneva as part of the Young Diplomats of Canada delegation, promoting international cooperation, economic fairness, and inclusive trade practices. As an alumna of the Parliamentary Internship Program, Angelica worked with Members of Parliament from both the federal governing party and the official opposition. She also served as a Trade Policy Analyst at Canada’s Permanent Mission to the WTO in Geneva.
As a former National Leader of the Government of Canada Workplace Charitable Campaign (GCWCC), Angelica helped shape the priorities of Canada’s largest workplace charitable initiative and contributed to raising $2.6 million for vulnerable communities nationwide. In her spare time, she is an active Global Shaper and Impact Officer with the World Economic Forum and continues to serve her community as an ex-officio member and former President of the Parliamentary Internship Alumni Association board.
Her accolades reflect both academic excellence and a commitment to global impact. Angelica was recently awarded the King Charles III Coronation Medal by command of the King of Canada. She is also a recipient of the Queen’s Platinum Jubilee Medal, the Canada Graduate National Scholarship, the Orleans Leading Women Award, the Anne and Saul Zussman Scholarship, the Dr. Hubert Patenaude Memorial Scholarship, the François-Houle Scholarship and the Ottawa Mayor’s City Builder Award. Angelica is currently completing her Master’s degree in Public and International Affairs on a full scholarship at the University of Ottawa’s Graduate School of Public and International Affairs (GSPIA).
